Can a 60 amp service with old glass fuses be changed to circuit breakers, without updating the electric service? My dad acknowledged that it was normal back when the house was built. My guess is that if the electrical panel needs to be replaced, that pretty much opens up everything else to be brought up to current code.

A fuse will only handle the amount of amperage that it is rated for.
